Bugema University, 24 July 2026 – Bugema University has received commendation from the National Council for Higher Education (NCHE) following a Gender Audit Data Collection visit conducted on 21 July 2026. The assessment formed part of NCHE’s national initiative to evaluate gender mainstreaming practices across higher education institutions in Uganda.

The NCHE delegation, comprising Mr. Oscar Walukhu Wakooli, Ms. Susan Abuko, and Mr. Sharif Sendagire, met with a team from Bugema University that included Prof. Israel Kibirige, Ms. Justine Lwanga, Mr. Gershom Mpiima, Pr. Bwambale Robert, Dr. Baraka M. Ngussa, H.E. Festo Lubega, Mrs. Kyakuwa Ruth, Ms. Monica Ajuo, Mr. Kamya Joel, and Mrs. Sharon Sseruwo.

The visit began with presentations by Bugema University officials highlighting the University’s background, mission, institutional overview, and the gender-disaggregated data collected for the Gender Audit exercise.

Following the presentations and discussions, the NCHE delegation, together with the University team, conducted a comprehensive tour of the campus to inspect gender-related infrastructure and facilities. The tour enabled the assessors to verify the information provided in the report and observe first-hand the University’s physical facilities and practices that support gender equity, safety, accessibility, and student welfare.

During the engagement, the NCHE team acknowledged Bugema University’s remarkable progress in mainstreaming gender within its institutional systems. They particularly commended the quality, organization, and comprehensiveness of the University’s Gender Audit Data Collection Tool, noting that it was among the best they had reviewed during similar visits to universities across the country.

According to the NCHE team, Bugema University’s submission demonstrated a strong institutional commitment to gender equity and was likely to serve as a useful reference for future gender audit exercises in other higher education institutions.

While applauding the University’s achievements, the NCHE team also provided constructive recommendations aimed at strengthening institutional compliance with national gender mainstreaming guidelines. Among the recommendations were the establishment of a dedicated Gender Unit with a Gender Focal Person, development of a specific budget allocation for gender-related initiatives, enhancement of gender-disaggregated data systems, strengthening of safe reporting mechanisms for Sexual and Gender-Based Violence (SGBV), and continued improvement of gender-balanced representation within governance structures.

The assessment also highlighted the need to further strengthen documentation supporting institutional partnerships, research incentives, infrastructure, and policy implementation. Bugema University welcomed these recommendations and has already initiated steps toward implementing them as part of its commitment to continuous quality improvement.

Speaking on behalf of the University, the Quality Assurance Directorate expressed appreciation to the NCHE team for their professionalism and valuable guidance throughout the assessment process.

“We are encouraged by NCHE’s recognition of Bugema University’s efforts in promoting gender equity. The recommendations provided will further strengthen our institutional systems and enhance our commitment to creating an inclusive learning and working environment for all,” the Directorate noted.

Bugema University remains committed to promoting equal opportunities for students and staff, strengthening institutional policies, supporting gender-responsive research and innovation, and ensuring that gender considerations remain an integral part of planning, decision-making, and quality assurance.

The University also reaffirmed its commitment to working closely with the National Council for Higher Education in advancing excellence, accountability, and inclusive higher education in Uganda.
