Lwanga Justine: University Academic Registrar

Ms. Justine Lwanga is the Registrar for Admissions and Records at Bugema University.
In this capacity, she ensures that institutional processes uphold the highest standards of efficiency, transparency, and adherence to national frameworks, particularly those
established by the National Council for Higher Education (NCHE).

With over 13 years of experience in university administration, Ms. Lwanga has held
several key leadership roles at Bugema University. Prior to her current appointment, she served as Assistant Registrar for seven years in charge of Kampala Campus, where she was instrumental in strengthening admissions and academic records systems. Her leadership experience also includes serving as Head of the Department of Public Administration, contributing to academic program development, and at a later stage she was appointed to lead Kampala Campus as the Associate Director. In this role, she provided strategic oversight of academic and administrative operations for one of the university’s largest campuses.

Before transitioning to university administration, Ms. Lwanga had accumulated over two decades of experience in secondary school leadership and education. This includes four years as a secondary school head teacher and twelve years as deputy headteacher. Through this, she gained extensive expertise in academic leadership, institutional management, and student mentorship—a foundation that continues to inform her student-centred approach.

Ms. Lwanga holds a Master’s degree in Leadership from the Adventist University of
Africa. She also possesses a Postgraduate Diploma in Education, a Postgraduate Diploma in Counselling Psychology, and a Bachelor of Arts in Social Sciences with a major in Political Science and Social Administration.

Throughout her career, Ms. Lwanga is a keen advocate for institutional advancement,
service delivery, empowerment as well as enhancing the responsiveness of student
services. Her leadership philosophy uniquely blends strategic, top-down direction with
participatory and collaborative approaches that empower staff and students at all levels. She has also made significant contributions to strategic planning, most notably the comprehensive 3-year Business plan for the Kampala Campus that emphasized data-driven decision-making and operational capacity-building.

In her current role as Registrar, Ms. Lwanga has played a significant role in
operationalising the automation of student services. She leads initiatives that integrate
digital systems to improve operational efficiency that aligns with excellence. She
strongly believes in capacity building as a means of strengthening professional practice and elevating institutional service standards and reinforcing the university’s commitment to accountability and student success. She continues to drive initiatives that integrate digital tools, strengthen academic governance, and enhance the quality of administrative services, as a means of ensuring that Bugema University remains responsive to the evolving demands of higher education and the needs of its students.
