
Bugema University on 6th of May 2026, hosted distinguished international jurist Dr. Daniel David Ntanda Nsereko for a high-level consultative visit aimed at assessing the progress of the institution’s much-anticipated Bachelor of Laws (LL. B) program, which is set to be officially launched in August this year.
The visit, described by university officials as both timely and pivotal, allowed Dr. Nsereko to interact with the academic and administrative teams driving the program, review the structures already in place, and offer expert guidance on the final preparations before the law school formally opens its doors to its inaugural cohort.
Among the team that received and presented to him were Mr. Rooney O. Okoth, the Quality Assurance Officer for Programs and Accreditation, who walked Dr. Nsereko through the academic design of the program, the curriculum framework, and the accreditation roadmap currently being followed. The presentation focused on how the program is being benchmarked against both national legal education requirements and regional best practices, ensuring that graduates of Bugema’s law school will be competitive and well-grounded from day one.
Also presenting was the Academic Registrar, Madam Lwanga Justine, who briefed Dr. Nsereko on the administrative readiness of the program, including student admissions structures, academic policies, faculty recruitment, and the institutional support systems being put in place to host the new program. Following the presentations, Madam Lwanga led Dr. Nsereko on a guided tour of the Bugema University campus, taking him through key facilities, lecture spaces, the library, and other infrastructure that will directly serve the new School of Law.
Dr. Nsereko congratulated the university for the seriousness with which it is approaching the opening of the program, stating that any school embarking into legal education carries a great responsibility to society, that of producing competent, ethical, and reform-minded lawyers. He pushed the team to prioritize quality, integrity, and academic excellence in all decisions made in the lead up to August.

A Profile Worth Noting
The presence of Dr. Nsereko at Bugema University is in itself a statement of intent on the part of the institution. Few jurists on the African continent and indeed globally bring the depth of legal experience that he carries.
Dr. Nsereko is a Ugandan jurist of international standing, holding a Doctor of Juridical Science (J.S.D.) and a Master of Laws (LL.M.) from New York University School of Law; a Master of Comparative Jurisprudence (M.C.J.) from Howard University School of Law in Washington, D.C.; a Certificate in International Law from The Hague Academy; and a Bachelor of Laws (LL.B.) from the former University of East Africa, Dar es Salaam. He has been an advocate of the High Court of Uganda since 1972.
His judicial career places him in a very small group of African legal minds who have served at the highest international tribunals. He served as a Judge of the International Criminal Court (ICC) in The Hague from 2007 to 2012, including a term as President of the Appeals Division in 2009–2010. He thereafter served as a Judge of the Appeals Chamber of the Special Tribunal for Lebanon (STL) in The Hague from 2012 to 2023.
In academia, Dr. Nsereko spent more than two decades as a Professor of Law at the University of Botswana, where he also served as Head of the Department of Law for several years. He has been a Visiting Professor at the University of British Columbia in Canada and earlier taught at Makerere University. He has authored and co-authored numerous books, including Criminal Law in Uganda, Criminal Law in Botswana, Constitutional Law in Botswana, and his memoir To The Hague from Nabinene, alongside dozens of internationally peer-reviewed journal articles on international criminal law, human rights and constitutional law.

Looking Ahead to August
Dr. Nsereko’s visit signals a strong external endorsement of Bugema University’s readiness to enter the legal education space. With the August launch now firmly on the horizon, the university is finalizing the last layer of preparations, from staffing to learning resources, to ensure that its first generation of law students begins their journey on a solid foundation.
